Identified as a catalyst project within the Downtown Wichita Master Plan, the Naftzger Development Framework Plan by MCLV provided the vision and opportunity nascent within the site context and location.  As acting City of Wichita project manager, Larry Hoetmer (MCLV) facilitated the project's development from RFP to Ribbon-Cutting Ceremony, ensuring on time and on budget project delivery.
